The Official Circular No. 21 for 2012 was issued to prepare the draft General Budget Law, draft Government Units Budget Law, and draft Manpower Bylaws of government ministries, departments, and units for 2013. Under the Circular, all government ministries, departments, and units must prepare their budget drafts for 2013-2015 in detail, in accordance with respective ceilings, and submit the same to the General Budget Department, no later than December 10, 2012. All drafts should take into account limited resources, government's policy to control and ration public spending, and increase the efficiency and productivity of governmental spending. In addition, budget drafts must be based on annual action plans derived from strategies, formulated in each government ministry/ department/ unit.
